In this paper I add the complementary one to it from the view point of political economy. Then important aspect is how to synthesize it and development theory. In short I articulate it with development strategy theory. I stress the sequence of import substitution industrialization and export substitution in the framework of infant industry argument, and do not find out the removal of protective measures but the transformation of them. In the context of development theory, I identified three sectors which consist of modern sector (industrial one), sub-modern sector (primary commodity one) and traditional subsistence sector. In infant industry argument, import substitution sector is exclusively entitles to be infant industry, not sub-modern one.
