Hamilton's Report was presented to Congress in 1791. It was a prototype of the argument of infant industry which formed a kind of protection theory. In other words, it was a prototype of import substitution industrialisation in Development Economics. It is emphasized that the international situations of the two resembled each other. The atmosphere of that times was "export pessimism". Especially Hamilton's case wa influenced by mercantilism in external world. However, the physiocracy provailed in USA. Thus Hamilton's Report was influenced by the two main thoughts. Consequently, Hamilton advocated protecting Northern manufacture rather than Southern agriculture which produced staples and materials. However he stressed the role of the latter that supported the former through supplying them. Therefore it is found out the\at he emphasized the balanced growth between industry and agriculture.
