 note = {Among several million refugees that exist in various parts of the world today, the Palestinians stand out as a unique existence for the reason that while most of the refugees are concerned with their opportunity to live outside of their homeland, the Palestinians are primarily concerned with their rightful return to the land they have once deserted. Today, they consider their problem is not that of refugees but it is the problem of a nation in search of a nation-state. There are, however, a number of legal as well as political complications in realizing the goal of the Palestinian people especially in their relations with Israel. In this article, the history of the Palestinian people is reviewed briefly before entering into the discussion of legal and political aspects of the problem. Then it is concluded that the most important step that must be taken toward the settlement of the Palestinian question at this point is the involvement of all the concerned parties in the Middle East discussion including PLO and Jordan.},
